Description according to project application: Renewable Energy Guide is supposed to foster processes to identify all necessary steps that need to be taken when developing new models for sustainable energy production. Introduction
From all findings in the regions and the expert meetings in transnational and regional working
groups (using the expert network that will eventually be transferred to the Baltic Energy
Council - see WP 2) WP 5 will elaborate a guide (Renewable Energy Guide) that shall help
identify all necessary steps that need to be taken when developing new models for
sustainable energy production.
Activities in this field of action also include developing and testing a transnational database
on renewable energy, stating e.g. basic data on energetic potential of different energy
sources, their sustainability, their environmental impacts, their regional frequencies in
appearance, analyses of the value creation for the region
and so on.

This database, together with the guide on model implantations, shall help regions all over the
BSR and beyond:
to rethink their forms of energy production,
to raise awareness for alternative energy,
to lower barriers and
to encourage municipalities and regions to meet European energy standards as
soon as possible.

The Directive on RES (2009/28/EEC, articles 17,18 and 19) with a supplementary Report COM(2010) sets out sustainability criteria for biofuels and sustainability requirements for the use of solid and gaseous biomass sources in electricity, heating and cooling. These criteria are related to greenhouse gas savings, land with high biodiversity value, land with high carbon stock and agro-environmental practices. Taking into account EU guidelines, the document where the principles, criteria and indicators for sustainable production of bioenergy are formulated has been developed in the frame of the BSR Bioenergy Promotion project (document is published on the Bioenergy Promotion website – http://www.bioenergypromotion.net/project/publications/task-3.1.-final-report- on-sustainable-production-of-bioenergy) 2.1 Using the criteria for sustainable production of bioenergy evaluate environmental impact of eco-energy technologies applied in your country/region According to the referred document, the parameters of sustainable biomass production are shown in the figure above. Should we evaluate the impact based on all of these parameters? Or can we use these criterias: i. Residues and co-products should be used for energy or other applications in order ii. iv. Efficient conversion technologies shall be used v. Long-distance transports of non-processed raw materials shall be avoided vi. Use of waste heat shall be encouraged vii. Combined production of heat, electricity and other products (cooling, steam) Basically, what i’m saying, is that for evaluating the impact, throrough description of the evaluation methods and principles should be agreed upon. 2.2 Estimate whether and to what extent the sustainability criteria are considered and realized in eco-energy projects in your country/region This is a rather indeterminate question as well and therefore, the answers will be highly subjective unless relevant indicators are defined beforehand. 3. The short analysis of a municipal value creation by using renewable energies
In a municipality value creation doesn´t differ in the basic steps from a company. Some distinctive features need to be considered in the details. The municipal value creation is part of the global value creation. To separate the value creation of a municipality it´s necessary to subtract advance payments and resources which are coming from different regions (Hirschl, et al., 2010, p. 22). The Institute for Ecological Economic Research (University of Freiburg, Germany) published a scientific series with the title “Municipal value creation by renewable energies” in September 2010. This study analyses the connection between establishing companies using renewable energy sources for energy production and the monetary value creation chains of municipalities. Only effects directly affected by the use of renewable energies to the region were taken into account. Indirect effects like tourism or none monetary effects like a better image for the region were left out. Advances not directly assignable from the authors point of view like the production of glass for solar systems were left out for the value creation chain as well. Considering this study the municipal value creation basically consists of (Hirschl, et al., 2010, p. 21): the gained profits (past taxes) of the companies established in the region the net income of the employees in that region the fiscal revenue on the basis of the single value creation steps. 3.1.
