Resolved, that the Medical Society of New Jersey provide a list of the agents performing respiratory barrier fittings

Patients for Human Papillomavirus and Herpes Zoster Vaccines
Resolved, that the Medical Society of New Jersey petition the New Jersey Department of Banking and Insurance to
waive regulations prohibiting managed care patients from submitting a claim to their insurance companies for
reimbursement of the Human Papillomvirus and Herpes Zoster Vaccines, with the understanding that physicians
agree not to submit a bill to their insurance companies for these vaccines and, if need be, to get an authorization for
giving the vaccines. ACTION: Referred to the MSNJ Board of Trustees for further study.

Resolved, that the Medical Society of New Jersey seek legislation and support minimizing mandatory waiting times

Surge Capacity

Resolved, that the Medical Society of New Jersey petition the New Jersey commissioner of Health and Senior
Services
to explore using surge and mobile hospitals and or other options to expand acute care capacity in an emergency.

Hearing Loss
Resolved, that the Medical Society of New Jersey seek New Jersey legislation that would serve the same purposes as
the New York City Noise Pollution Law, by reducing ambient noise levels to preserve, protect, and promote the
public health, safety and welfare, and peace and quiet of New Jersey inhabitants. ACTION: Adopted.

Resolved, that the Medical Society of New Jersey seek legislation to assure that insurance companies be required to
reimburse all physicians at 25 percent above the average wholesale price of vaccines plus a fair and equitable

Evaluation and Treatment

Resolved, that the Medical Society of New Jersey seek legislation mandating that insurance companies fairly
reimburse physicians for medical care and consultation provided by telephone or other electronic means of
communication; and be it further
Resolved, that the New Jersey delegation submit a similar resolution to the American Medical Society House of
Delegates. ACTION: Adopted as amended.

New CPT Reimbursement Category
Resolved, that the Medical Society of New Jersey petition the American Medical Association to establish an in-touch
white paper committee, outside of the CPT Editorial Panel and the AMA/Specialty Society Relative Value Update
Scale Committee (RUC), to draft a proper code and fee schedule payment for patient advocacy work-time
necessitated by insurance company demands on physicians and their practices for data collection for recommended
services/procedures required by the patients’ insurers. ACTION: Refer to the Medical Society of New Jersey
Board of Trustees. The Reference Committee recognized that there are significant problems with the
workings of the CPT Editorial Panel and the Relative Value Update Committee (RUC), and recommends to
the BOT the institution of an educational program, to be held as soon as possible, to inform the membership
about the RUC’s processes in establishing fee schedules and to guide further action.

Availability of In-Network Specialists
Resolved, that the Medical Society of New Jersey work with the New Jersey Department of Banking and Insurance
to investigate the decreasing availability of in-network specialists and to require health plans to disclose, at least
annually, the availability of in-network specialists. ACTION: Adopted as amended.

Physicians’ Fee Guide to Be Used by All Private
Payors
Resolved, that the Medical Society of New Jersey, in conjunction with all speciality societies, develop or acquire an
existing (i.e., Wasserman Physicians’ Fee Reference” speciality-based physicians fee guide/survey by the end of
2007. ACTION: Adopted as amended.

MSNJ to Develop a Consumer-Directed
Public Awareness Campaign Regarding the Health Insurance Companies’ Continued Abuses
Resolved, that the Medical Society of New Jersey collect and publish the following information about health insurance companies that will include: CEO salary, stock options, and bonuses; increasing premium rates; limited access to medical care; and percentage of reduction of physicians’ fees; etc., which could be in member offices and
also be available on-line; and be it further
Resolved, that this consumer-directed public awareness campaign be funded through the Medical Society of New
Jersey’s Physician Advocacy Fund. ACTION: Adopted as amended.

Procedures
Resolved, that the Medical Society of New Jersey propose legislation requiring that physicians determine the
medical need for their patients’ procedures and forbidding insurance companies from wasting physicians’ valuable
time now being spent in obtaining pre-certification for necessary medical procedures. ACTION: Referred to the
Medical Society of New Jersey Board of Trustees.
